Two reasons:
1. Investment in technology required to create buy cycles cost effective to
sustain it
2. Numbers of implementations. Schemas are sticky semantics. They create
a locus of language that acts as an attractor where the coupling strength is
the force of the query vectors that locate the topical clusters.
Force isn't the value of the technology; it is the value of the information
types to the society. Clusters cohere because ideas do.
Ideas are lazy.
... and companies choose tools. Money makes the world go round.

Why is Relax NG not becoming popular?
Looking at its properties and advantages over XSD it should become the one
and only
schema defintion language
