How about:

    <xs:element name="baseType"/>

    <xs:element name="A" substitutionGroup="baseType"/>
    <xs:element name="B" substitutionGroup="baseType"/>
    <xs:element name="C" substitutionGroup="baseType"/>

    <xs:complexType name="whatever">
        <xs:sequence>
            <xs:element ref="baseType" maxOccurs="unbounded"/>
        </xs:sequence>
    </xs:complexType>
