So where does the pre-defined schema, the contract, the design based on
sample or use cases fit in, Deb?
Do we tag text or apply markup?

1) "markup" is a noun, "mark up" is a verb (as is "mark down")
2) I have seen "tagging" defined as
- applying markup to text
- inserting tags into text
- surrounding text with tags
and we are back where Roger started.
