Well, any community is entitled to its own jargon, but this seems poorly
chosen. If the process involves changing "Gloucestershire" to
"<county>GLS</county>" then it seems reasonable to call it "encoding"; it it
involves changing "Gloucestershire" to "<county>Gloucestershire</county>"
then I don't think "encoding" is the right word at all.
