We (at OASIS) allow the TCs to mint namespace names with final
hash, slash, or nothing [alphanumeric], but we don't allow
overloading that creates confusion (e.g., at the slash point)
It seems to work OK, though not everyone likes the restriction.
We now require use of the literal /ns/ component as an aid to
users - anything with /ns/ is a namespace URI, not a regular
(information resource) URI.
