I transform XHTML to XHTML all the time:

All my articles and tutorials are written in MS Word or in Google's
Writely, then transformed to "behind the scene" XHTML. This "basic"
XHTML is then transformed to XHTML webpages generating TOC, footnote
section, numbers, adding navigation, etc.
