Some time - let's say three years - after the W3C consecration of
Namespaces V2, new implementors on the block might choose not to support
V1 any more, in alignment with what might then be considered best
practice, i.e. the avoidance of V1. But of course, every single factor
in this statement including the NIOTB is speculative.

Probably not; I'd find that difficult to conceive. On the other hand,
you also said that the current mechanism causes a lot of complexity in
the data model, which I am sure does affect implementation more than
use.

implementations, who would complain?
