The WG decided a while ago to focus its efforts on getting XSD 1.1 
finished, and to leave XSD 1.0 comments in the pending tray unless they 
were also pertinent to XSD 1.1. I've now reclassified this particular 
comment. However, I think the chance of getting a spec change into 1.1 
at this stage that isn't absolutely essential to the integrity of the 
spec is rather small - the process imposes considerable resistance to 
making such changes after a Candidate Recommendation has been published. 
(Unfortunately, because this is often the stage at which one often gets 
usability feedback from people actually using the new features.)
