"unused namespace" is still a largely undefined term, so it's not clear 
that the question means anything, but mixing dtds and namespaces is 
fraught with problems. In particular any use of namespaces with 
different prefixes would be schema valid but dtd invalid (unless you 
change the dtd to match).

Also, because "unused" isn't defined I can't tell whether or not the 
following document which is dtd valid is an instance of a dtd failing to 
detect if the namespace is used.
