which is a justification for using a format that doesn't use namespace 
declarations in the instance, ie puts everything in no-namespace.
It doesn't justify complicating things by putting one element in a 
namespace (so having to put http://widgetlib.org in your instance 
anyway) but then switching to no-namespace for the remaining elements.
