In XSD, xs:annotation has to be well-formed. In fact, as currently 
specified, it also has to be valid: if an xs:complexType appears within 
an xs:annotation then it has to be a valid xs:complexType. That seems to 
be an unintended feature of the spec, but it's proving difficult to fix.
