Schematron does play a role in the UBL scenario you've described, as
I've published for free download an environment that converts the
combination of OASIS Context/Value Association and OASIS Genericode
into a synthesized Schematron expression that can then be converted
into XSLT (or any other implementation of Schematron; the XSLT
implementation is included in the distribution):
genericode 1.0 - lists of codes with list-level and value-level meta data
