Checking for a prefix on incoming XML: I would say no. But when 
generating XML, there are two factors to bear in mind:

(a) if the XML is to be human-readable, using familiar prefixes is very 
helpful

(b) some vocabularies use DTDs for validation, and DTDs may only work 
with a specific prefix.
