No it's correct: U+0441 is the Cyrillic letter Es which isn't a c even
though it looks a bit like one just as U+0391 is a capital Alpha not an
A even though they may look the same. Chris Maloney (and then I) were
just chiding you for referring to the Cyrillic letter but then using the
wrong codepoint, you used U+0063 rather than U+0441 which rather spoilt
the distinction you were making.
