Isn't it essentially schematron anyway?

the sketch Roger showed used the evaluate function proposed for xpath3
but the standard way to implement evaluate in a system without a built
in function is to write out a complete stylesheet containing the xpath
expression and execute that, which is exactly how schematron was
implemented in xslt1.
