I sat in a meeting last week where the expert for using the information pointed out that a certain task is always numbered "J." and that all of the users are trained at a certain decision point to go to J to resolve the issue.

They do not concern themselves with how we create J. They concern themselves that it costs time, money and even lives if J. isn't there and isn't J.
