[off topic] recommendation for open source project hosting

What would people recommend as a public repository for long term free hosting some small open source projects?

I would prefer:

* independent from any proprietary technical eco-system: not associated with any major vendor
* free cost
* .org or .net rather than .com
* long term viability (after unhappy experiences with Sourceforge and Google Code in the long run)
* OK with Artistic License

I know some people people recommend GitLab or Assembla, though they are .com (which is not necessarily a showstopper, but...)    I liked the idea of Savannah, but I can imagine situations where it might be constricting (i.e. if a proof-of-concept/prototype utility uses some proprietary library.)  I was in discussion with Apache to make Schematron an Apache project at one stage, and had the necessary sponsor, but Apache seemed to be aimed at more elaborate projects.

Any ideas?  Comments?
