Issue 13035, XML Mention: Ready for Vote to Stage 3?

This proposal was waiting for feedback from the Tech Comm SC as to whether
they were cool with having this domain packaged with the Technical Comm
modules.

I thought JoAnn affirmed the SC's ascent at the last meeting she was at but
I'm not sure she did.

Can we put this on the agenda for next meeting to make sure it moves along?
