XSD Bugs

Radu has reported two bugs with the 1.3 XSD files:

1. The catalog entries for glossarygroup.xsd have the wrong system ID
(missing "xsd/") so the URN does not resolve.

2. The subjectScheme.attributes group in subjectSchemeMod.xsd is missing
the required reference to the domains-att group.

I have corrected these errors locally and can commit the fixes to the TC
SVN repo once TC approves the change.
