The titles for index and index divisions can be customized using the
titlepage.templates.xml mechanism.  You should be able to add a color
property and rebuild the XSL templates for title pages.  See this reference

It describes the process for HTML titlepages, but the general method applies
to FO titlepages, which are further described in:
