The ordered attribute on enumsynopsis and unionsynopsis

Hi,  I m pulling together a version of The Definitive Guide for 5.2b08.  I glanced briefly at the new elements (thank you, by the way, Larry, for volunteering to help describe them) and the  ordered  attribute on enumsynopsis and unionsynopsis caught my eye.  Why is the enumeration  0  or  1  as opposed to something more meaningful to an author like  explicit  or  inferred ?
