[ebxml-msg] New Schema

It appears that the Role in "To" and "From" is required, according to the
Schema; however the documentation indicates a zero or one inclusion.

Also the "type" attribute to "PartyId" used to be without namespace
qualification; now it appears to be "eb" qualified.
