The role element under the To and From elements are supposed to
be optional. I am fixing the schema to correspond to the spec.

There is an 'attributeFormDefault="qualified"' construct at the
beginning of the schema, so the type attribute to PartyId has to be
qualified with the eb: prefix. I think that has always been the case.
