[ebxml-msg] 1.06 draft editiorial feedback: Xlink status

The following is from line 992 in ebMS_v.1.06.doc:

The Reference element itself is an [XLINK] simple link. XLINK is presently a
Candidate Recommendation (CR) of the W3C.

The second sentence is no longer true and should be struck out. See
http://www.w3.org/TR/xlink/. It has reached Recommendation status as of 27
June 2001. Line 3046 in the References section also needs to be updated.
