DSS, ebXMLRegistry capabilities for e-gov services

Please peruse attached discussion document which outlines a joint DSS
(Digital Signature Service) & ebXMLRegistry capability that requires
feedback from e-Goverment Service advisors. I plan to reference this at
the e-gov f2f as a possible later phase of our work.

The draft was ok'd at the ebXMLregistry meet (yesterday). It will be
discussed at the next DSS Tc meet (monday).
