  It's meeting attendance that
determines voting status; the only time voting determines voting status is when
no meetings are held.

   The ballot is already at 88% so it's not
required but if John wants to vote he can send me an email indicating whether
he wants to cast a 'yes' or 'no' vote and I'll be happy to proxy vote for him
...
