 The TC agreement on the disposition of the comments and to proceed to CS approval was made via emails, see http://www.oasis-open.org/apps/org/workgroup/election/email/archives/201007/msg00047.html  and all replies.  One reply was only sent to me and did not get onto Kavi and I have not kept a copy of it.  But we do have a majority to proceed.
