IMHO I think this is the appropriate voting structure although there
will be significant resistance given the LegalXML membership and our
voting history.

Perhaps a voting system that included everyone based on a division of
the members status, i.e. a private member paid $250 and IBM paid $9,500.
Therefore IBM gets 38 votes and John Smith gets 1 vote? 

Sound a bit like gerrymandering?
