Due to a defect in language discovered today by Karl Best that would have
left the voting rules improperly interpreted I have redrafted the wording to
be in keeping with our intent. The changes are in section 1. b. ii.. This
document needs to be voted on and back to me by Thursday 9/12/2002 @ 7am
EDST to allow it to go on for action by the OASIS Board on 9/17.
