I am in favor of the clarification provided by Don.  I also agree that this is a good course of conduct (allowing everyone to vote and dealing with potential abuses later is better still then the reasonable idea suggested by Karl that we pre-limit voting to corporate members and exclude individual members).  

In terms of interpreting the rule, I think that when the lxml SC sends information about the election of at large candidates, we should make it clear that we expect corporate members not to abuse their status and to self-limit voting to only those individuals who are actively engaged in one or more LegalXML TCs.  (and maybe add that if there are unfair or problematic voting practices, we'll revisit the procedures)

Finally, I agree this is one of those rare times that e-mail voting on an amended document makes sense so that we are able to make the deadline before the next OASIS Board meeting.
