John, I also would like to see this information. 

I'm not the person to whom a request for information about the Steering Committee's history and such should be directed. I think those who have been on the Steering Committee previously (as opposed to newbies like myself) would be the ones with access to the information described in your items 1, 2, and 3. 

If there are rules and procedures in place, the requesting Technical Committee should follow them. If not, the Steering Committee (the current one, an "interim" one, or the one being formed from elected representatives? -- I don't know which) needs to discuss the request and make decisions. The process you've described in your item 4. would be one possible way to proceed. There are, no doubt, others. 

Recently, we have not really met as a Steering Committee -- as you know, from having been on at least one of the 3-person calls we've had in the last couple of months -- so the Steering Committee hasn't transacted business in any way. 

I hope we will be able to meet soon, since Don Bergeron, the chair, said he would telephone the Steering Committee members who weren't attending the telephone meetings and set up another meeting date. 

I believe we are still in a waiting period for the technical committees to complete their elections. I was just the first to be elected to represent a technical committee -- I do not yet feel I'm an "insider" because I am still waiting for the Steering Committee to which I was elected to meet (with a quorum), to review structure/rules/authority/etc., to brief new members, and so forth. I hope this happens soon, since we all want our technical committees to move forward in their work.
