Fellow Members,

Today Patrick asked what would be the cap that we would place on the
consulting support for described in the Statement of Work for Court Filing
Blue.

Based on the interest and willing funding of the Court Filing Community,
consistently over time to OASIS to support this effort I think we are bound
by honor to focus our resources on Court Filing Blue! I believe that
allocating 80%+ to this effort will likely be needed over the 3 phased
deliverables of this effort. If we use as an available pool of money $60,000
then I would see capping the expenditure at $50,000. 

We should husband those resources and have good hard checkpoints at and
between deliverables. We should endeavor to do as much as we can within the
TC, but we do need help to proceed if we are to complete before we are no
longer relevant!

We must guard ourselves from paying too per hour for the work especially
since we do not have a forecast of the hours needed! We do not want to run
out of money before the end of the task in front of us. Further, we do not
want the hours to be "traded off" as a back door license against preexisting
work for hire done for another party. We want it as direct labor on this
task! The knowledge that the contractor brings to the table, does not reduce
the work he or she needs to do at the table.

We do need to be careful on the last two items. However, this must not work
against delivering the work that the community has trusted to our care,
specifically Court Filing Blue.
