(This does not change the procedure that our
default is to add the organization Primary of organizations committing funding,
but, this new procedure will make it easier for the Primary to defer to the
domain experts)



Remember the following issues about Group
roles:



Observers: receive email, cannot send top
the list, does not have (or need) Primary Approval to participate at this level

Member:  Receives and can post mail
to the list They have Primary
Approval

Voting Members are added to ballots, when
formed, with voting rights



If this makes sense, we can then compare
this against existing policies that may need to accommodate the change (RoP)



We will also need to consider how to do
this technically (or manually) and how we will handle people who do not want to
be automatically subscribed
