[mgmtprotocol] updated use cases

First my apologies but you will have to put up with more toasters.   I
updated the use cases to try to incorporate comments made at the meeting and
reflect Heathers documents.  I also took a stab at how some common things
would be implemented within the scenarios. 

Please feel free to comment (I mean it!).
