Missing alternative for authoring workflow

Section 3.1.1 describes an authoring workflow that requires using
xml:tm in the process. The reference model should provide an
alternative authoring workflow that doesn’t use xml:tm. This is
required in order to explain how to generate the documents that would
be then localized with the workflow described in section 3.3.
