Variable use (ODF all versions)

Dear ODFers,

6.4.1 has:

OpenDocument text documents can contain variables, which are processed
or displayed using variable fields. [...]
----e

Are variables really limited to "OpenDocument text documents" (and
presumably the word "conforming" should be used here too)?

The schema seems to be at odds with the text ...
