Variable decl location (ODF all versions)

6.4.1 again:

In the OpenDocument file format, a variable must be declared at the
beginning of a document.

* why "in the file format" ? - please fix the grammar.

* this is a bad use of the word "must"

* what does "at the beginning of a document" mean as a normative
requirement? As children of the root? The schema seems to be at odds
with the text here.
