ODF 1.2 part 3 cd01: encryption, manifest:algorithm

Hi,

another remark on the encryption part:

3.5 mentions:

"If the value of the manifest:algorithm-name attribute is Blowfish CFB 
the <manifest:algorithm> element shall not have child elements.

If the manifest:algorithm-name attribute has any value other than 
Blowfish CFB, the <manifest:algorithm> element should contain  only
child elements that are permitted child elements of an 
<EncryptionMethod>"


- Is this only true for the exact value "Blowfish CFB", or does this
also includes the value
urn:oasis:names:tc:opendocument:xmlns:manifest:1.0#blowfish ?
