Disposition of N1078:25 in Errata Part 02 in Errata Draft 04 Rev03

I am not happy with the disposition of N1078:25.  Please 
incorporate the statement "The behavior in question is implementation
dependent." as part of the standard rather than using it as a 
reason to take no actions.
