PRD02 - Terminology

Dear all,

Some of the language of this draft appears not to conform to Annex H of the ISO/IEC Directives. For example:

In Pt 1, 9.59

"column may not contain empty values"

"may not" is prohibited by the Directives as it is ambiguous whether it means might not or shall not.

Similar problem in 19.224, 19.376.9, 19.421, etc. etc.

In each case please correct the text to make clear whether optionality or prohibition is intended.
