PRD02 - Pt 3 IRI resolution

Dear all,

3.7 contains the following:

"Note: Files whose relative path starts with "META-INF/" are considered to be part of the OpenDocument package rather than of the content stored within the package. Therefore, different rules regarding the resolution of relative IRIs may apply. In particular the base URI for the resolution of relative IRIs may be the package base IRI rather than the file entry base IRI."

This does not appear to be a legitimate "note" as it contains provisions which override the normative text above. If "different rules regarding the resolution of relative IRIs may apply" the spec should make clear under what circumstances these different rules apply, and what they are. This clarification needs to be in normative text.
