Ed. Note The <text:bookmark-*> uses of this attribute are apparently not unique, while the use by <text:reference-*> is said to be so, at least partially. Note that the unique names for <text:variable-decl>, <text:user-field-decl>, <text:sequence-decl> is belied by later elements being required to have the same names to reference those declarations. To sort this and similar cases out, I suggest that we adopt the convention of using xml:ids always for identification for references and references to those ids can be of the form: text:sequence-ref for example, to make it clear this is reference and not the item we previously identified.
