Well, the second "and" in the rewording: "....the svg:rx and svg:ry attributes control the rounding applied to the shape defined by the element." seems inconsistent with the first part of the sentence.
Suggest:
"If svg:rx, svg:ry and draw:corner-radius attributes are present on an element, the svg:rx and svg:ry attribute control the rounding applied to the shape defined by the element.
If svg:rx and draw:corner-radius attributes are present on an element, the svg:rx attribute value is used for the missing svg:ry attribute to control the rounding applied to the shape defined by the element."

In the other formulation it is only implied that svg:rx will be used for svg:ry.
I will add an issue for ODF-Next on using the same rounding mechanism for draw:text-box and draw:caption.
