This hasn't been requested by any implementer for ODF 1.2. We may discuss this for ODF-Next, but for ODF 1.2 we should not any new features anymore.
Regarding the relation between svg:rx, rvg:ry and draw:corner-radius. Dennis' suggestion is incorrect because there may be svg:rx and svg:ry simultaneously.
My suggestion (based on Patrick's):
"If svg:rx and/or svg:ry and draw:corner-radius attributes are present on an element, the svg:rx and svg:ry attributes control the rounding applied to the shape defined by the element."
This considers the fact that in the case that an svg:x and a draw.corner-radius attribute is present, the svg:rx attribute is taken for both corner radiuses.
