TC discussed on 21 Sept meeting. This could be defined in two parts: 1) What elements may a text-property be applied to, and 2) What is the rendering of this text property? The first is a constraint on document conformance, the second is a constraint on consumer conformance. The rendering part could be implementation-defined.
