So, how are independent interoperable implementations to be achieved in this case?  Always make the list style explicit?  That takes care of the producer, but it doesn't help the consumer any.

I suppose on the OIC we can make an advisory that producers not produce documents that default to any implementation-dependent styles (which will basically make this implementation-defined another way).

This reminds me, it has been suggested that we should incorporate in the specification an explicit index or catalog of all implementation-dependent and implementation-specific provisions.  A broader issue than here though.
