Dennis, I am going to resolve this to implementation-dependent as being the least change from current practice. Feel free to object.

BTW, +1! on the idea of listing implementation-dependent/defined but suspect that, like shall/may/can is an ODF-Next issue. Maybe not, I will try to have some numbers on those for the next TC meeting.
