I understand your concerns, but vice versa, we must also be careful that we do not change the specification because of a singe opinion or even a single comment. So, if we think the specification is clear, then we should keep it as is.
But let's have a look at the mote in question one more time:

First, it is a note. And a note provides only non-normative information. So, whatever we say in a note, may help to understand the specification, but it does not define anything. Second, the not talks about "specifications". It does not talk about the ODF specification. So, this is a general statement already. So, I think when reading the note carefully, it gets clear that it is not more than a link to some background information.
