I'm not sure deprecation is the appropriate remedy for confusion of separate, meaningful tokens.
If we want to deprecate "at" for ODF usage and provide a separate symbol for its value, ok.
And yes, I agree we need to say why we are deprecating "at" for ODF purposes.
