19.782.1 text:condition General

Greetings!

19.782.1 defines the general rules for the text:condition attribute and
how to declare a namespace. The namespace is optional.

No provision is made for a default namespace.

Compare 19.646 table:formula - namespace is optional as well but if missing:

"If a namespace prefix is not specified, the namespace defaults to the
"urn:oasis:names:tc:opendocument:xmlns:of:1.2" namespace."

Allowing for updating of the prefix to 1.3, should text:condition have a
default namespace?
